Not necessarily, it is now known that at least six genes and likely more are involved in eye color so it is possible for two blue eyed parents to produce a green, hazel or even brown eyed offspring. Eye color is determined by the location and quantity of melanin in the eye rather than a colored pigment.
There is no blue-eyed pigment. Blue eyes are actually irises with little or no melanin which scatters the light in the same way that the sky does to appear blue.
