Naw, Lokisu, Rothwell was/is just someone's grunt, not the Field Marshal drawing up the battle plan. He was "just following orders" until Charlie pissed him off. Someday Tober will show us who is/was pulling his strings. (I wonder if that character's already been introduced or not? Maybe Charlie himself after learning how to navigate the whorls.)
