Did you know that you can actually survive that sort of thing? Very rare, but it has been known to happen.
However....
Damn.

So the only survivor there is clueless and still suspects cloning. Love that. I wonder if she finds a time travel watch.

Well, I feel that the following word fits everything that is going on this page.
Fuck.

You know, somehow I am much more pleased with this outcome than if Eos had saved him.

Additionally, based on where the bolt went through Rothwell, he may not be dead. It is in the upper right torso, through and through if it's a projectile. Additionally, if it's really hot, it may have cauterized the wound. However, perhaps pure heat trauma may kill him still.
At any rate, I'm excited to see Eos's reaction/confrontation of Rothwell.
Me, not you

Mr. Jones
on page 383
Well then. He did make his intention somewhat clear in the last several pages. I wonder if Eos pushed him into a corner with confrontation. That said, Everett was probably right and Charlie was from another branching reality. So Sam is probably okay. Or the story is over. :0

Why would you shoot your hostage with a bullet trajectory aimed at your own head? Better question, why shoot your human shield?

Last strip Eos told Roswell to stop and he replies, "I can not." He's compelled, or even programmed. I'm thinking he may be a machine.
And the whole thing has the attention of the authorities now.
WHAT!!!

Noooooooo!!!!!!! Is Charlie ok??
Rock

Sam... Charlie... ;_; Everyone they knew and interacted with...
Come on, time traveller who saved Charlie the first time! We need a deus ex machina here!
Wally

WOW... um. I have no words...no words. @ WHAT!!! : I don't think Charlie survived that shot. There appears to be a body lying on the ground in the fourth panel when Eos fired the weapon.

.......if you killed Charlie, Tober, I will actually cry

on page 383
WHAT?! WHAAAAT?!
Waylander
on page 383
Welp.... that went poorly.
It's remotely possible to survive a gun shot like what Charlie just sustained. The odds though.. aren't good.
Rothwell's dead if he's any sort of human, that shot placement would mess up his heart and the lower part of his bronchial tube, along with his spinal column. Very toast. Much dead.
Tundra
on page 383
What are people talking about (with Rothwell)? That trajectory looks more like it missed or grazed his upper right shoulder (at least to me). I can see why some are saying what they are but to me it appears to move too high and pass to his right.
I mean maybe I'm wrong, the whiteout makes it possible and I could be biased because for the last few pages when people talked about Eos grabbing the future rifle I was skeptical about her ability to fire it with any sort of proficiency and her grip here is terrible for the shape of the rifle and the recoil (if there is recoil which the sonic thoom suggests) would tear it from her hands and ruin her aim. It just doesn't seem feasible for it to hit the guy in the center of the chest as she would be hoping to.
Also, Charlie is dead. Wah (T_T)
Tundra
on page 383
Not to say if it turned out she has shot him and eventually we find out she's just a human (@John previously gave me cause to question) I'll be put out. Not to say that. I can accept the hero comes with weapon profficiencies and luck, just at present it would seem wierd as so far, besides one/two instances of time travel the author has kept a reasonable world of regular science.

Considering his positioning in panel 3, I'd say he was hit on the right side. It may have taken out a lung, if he has them, but I think it was higher then that.
The noise is more likely the sound of the molecules in the atmosphere fissioning explosively. If it had any recoil, Eos would likely be dead in panel 4.
What I want to know is what happened on the opposite shore?
As for Charlie, I've gone thru a dozen theories already. Damn you, Tober.

The only thing missing from the THOOM rifle was an ominous hum.
I'm just not sure it was the socks that were blood splattered.
As far as retaliation goes, too much is never enough, so Eos did the right thing, just not enough of it. How is Sam going to take it?

The flow of the panels is a bit confusing to me. Blood on Rockwell's face in third panel indicates he's already been shot, but THEN Ash fires the ray gun last. And I think the body on the ground is Charlie who got shoved/dived for cover before the shootout. Maybe Charlie was able to deflect the gun a bit and have Rockwell shoot himself in the shoulder first, giving Charlie a chance to dive for cover before Ash fired. Not sure.
Some Physicist Guy
on page 383
@Rick: That's Charlie's blood on his face.
@Tundra: I agree, looks like his should. I assumed the beam and Thoom was an energy weapon, in which case a beam the size of your fist, even in the shoulder, would cause catastrophic damage, maybe not enough to kill him, but that's got to hurt.
@ERA: Waylander is right, under the skull like that, survivability is pretty low. Usually when you hear of someone surviving a shot to the head it's coming from the front or side and curve of the skill deflects it enough to stop it form killing. Or, When someone attempts to eat a bullet, they angle to low and to the side passes out through the back of the cheek or jaw.
Tamon
on page 383
It might be survivable, but it probably wouldn't be him anymore. Looks rather like he blew the top of the poor boy's head off.
From the flash of light, and big sound it might be a hypervelocity round. If it is, Rockwell is toast. The energy from that kind of impact to any part of his torso would make hamburger of him, and the hydrostatic shock would probably turn his organs into a nasty substance resembling jelly.
RoboticPaperclip

Perhaps the THOOOM-gun is a time-altering weapon that will save our Charlie?

There are a TON of things to love about this page... but for me, it's the way the rifle shot passes through it's own sound effect. :D
Also, hella ballsy move to kill/seriously injure your (apparent?) protagonist. Great writing and art so far, and I have NO doubt the story will just keep getting better.
