I think @Lucky and @shadowrunner2323 might have a point. Charlie should dress the 'Fem'; he is after all a Jane Girl and cross dressing might throw the assassin off the trail. If the bad guy is looking for a boy... dress the target boy as a girl. It's a long shot, I know, but it might work...and Charlie(fem) could go to the wedding as Ash's date...
